The Chief Justice and Chairperson of the Judicial Service Commission (JSC), Hon. Justice Martha Koome, has presided over the swearing-in of Hon. Robert Kibet Kibor as Registrar of the Judicial Service Commission.
The Oath of Office was administered by the Chief Registrar of the Judiciary and Secretary to the Commission, Hon. Winfridah Mokaya, during a ceremony attended by members and staff of the Commission.
Congratulating Hon. Kibor on his appointment, the Chief Justice underscored the critical role of the JSC Secretariat in supporting the Commission to effectively discharge its constitutional mandate. She called on the new Registrar to provide strong and purposeful leadership, while ensuring that the Secretariat continues to deliver effective and responsive support to the Commission.
On his part, Hon. Kibor pledged to prioritise efficiency, strengthen workflow systems, reduce delays, enhance accountability and improve the quality of support provided to the Commission.
The Judicial Service Commission appointed Mr. Kibor as Registrar pursuant to Section 10(2) of the Judicial Service Act, Cap. 8A. In this capacity, he will provide strategic leadership and oversight in the management of the Commission’s technical and shared services functions. He will also support the Commission in the development and implementation of policies, strategies and programmes aimed at strengthening institutional effectiveness, enhancing accountability and contributing to the effective administration of justice.
In accordance with the Judicial Service Act, the Registrar is responsible to the Chief Registrar of the Judiciary and Secretary to the Commission in the performance of his duties.
Hon. Kibor brings extensive institutional experience to the position, having served the Judicial Service Commission since 2012. He joined the Commission as a Legal Researcher and progressively rose through the ranks, most recently serving as Assistant Director, Legal Services. His career progression within the Commission has given him extensive knowledge and understanding of its mandate, institutional framework and operations.
He is an Advocate of the High Court of Kenya with fourteen years’ post-admission experience. He holds a Master of Arts in International Relations (Foreign Policy and Diplomacy) from the United States International University, a Bachelor of Laws degree from Moi University and a Postgraduate Diploma from the Kenya School of Law. He has also undertaken strategic leadership and corporate governance training programmes.
The vacancy in the Office of the Registrar arose following the appointment of the then Registrar, Hon. Winfridah B. Mokaya, CBS, as Chief Registrar of the Judiciary in March 2024. Hon. Isaac Wamaasa subsequently served as Acting Registrar, JSC, providing leadership and continuity in the office during the intervening period.
Hon. Kibor’s appointment followed a competitive recruitment process undertaken by the Commission after the position was advertised on 16 January 2026. Interviews were conducted on 30 June 2026.
